DECLARATION OF LOCAL EMERGENCY

WHEREAS, the undersigned is the duly elected President of the Lapel Town Council and Town Executive; and

WHEREAS, Indiana Code 10-14-3-29(a)(1) permits the Town Executive to declare a local emergency; and,

WHEREAS, the Town Executive has a duty, pursuant to Indiana Code 36-4-5-3, to ensure efficient government of the Town; and,

WHEREAS, the Town of Lapel, Madison County, Indiana has been impacted by or is immediately threatened by forecasted excessive snow, freezing rain, and cold temperatures. Excessive snow and extreme temperatures will cause frostbite in as little as 10 minutes to exposed skin. In accordance with the National Weather Service, a winter storm warning is in effect from 1:00am on Wednesday, January 25th, 2023 and is forecasted to remain in effect until 7pm Thursday, January 26th, 2023. During this period, residents should expect freezing rain, icy roads due to flash freeze, heavy snow with accumulation between six and nine inches, and icy roads unfavorable for safe travel and navigation.

WHEREAS, No parking shall be allowed during the declared snow emergency on the following streets – 7th Street, Main Street, Vine Street, and 9th Street.

WHEREAS, all cars not able to be removed from the street shall be parked on the North side of East West roads and on the West side of North and South Roads.

IT IS THUS DECLARED THAT A STATE OF LOCAL EMERGENCY EXISTS IN THE TOWN OF LAPEL, MADISON COUNTY, INDIANA and that I hereby invoke and declare those portions of the Indiana Code which are applicable to the conditions and have caused the issuance of this proclamation, to be in full force and effect in the Town of Lapel for the exercise of all necessary emergency authority for protection of the lives and property of the people of the Town of Lapel, Madison County and the restoration of local government with a minimum of interruption.

All public offices and employees of the Town of Lapel are hereby directed to exercise the utmost diligence in the discharge of duties required of them for the duration of this emergency and in execution of emergency laws, regulations, and directives – state and local.

All citizens are called upon and directed to comply with necessary emergency measures, to cooperate with public officials and disaster services forces in executing emergency operations plans, and to obey and comply with the lawful directions of properly identified officers.

All rules and requirements regarding elected officials voting in-person at public meetings are hereby temporarily suspended and waived, allowing for Town Council members to attend meetings virtually or on phone and vote remotely.

All operating forces will direct their communications and requests for assistance and operations directly to the Lapel Town Council President or Lapel Police Department.

This Order shall be effective from Wednesday, January 25th, 2023 at 1:00am through Thursday, January 26th, 2023, at 12:00pm, or until it has been rescinded.
